Latest Recovery and Resolution Developments in Banking and Insurance

This will be a joint presentation organised through the SAI Banking and Aviation Committee and Enterprise Risk Management Committee. Niall Dillon and Lynda Carroll will share their latest insights on recovery and resolution from a banking and regulatory perspective. One year on since EIOPA issued its opinion regarding the need for a harmonised recovery and resolution framework for insurers across Europe, Bridget MacDonnell reflects on developments in the insurance industry.

Biographical details

Bridget MacDonnell

Bridget MacDonnell is a Consulting Actuary, working at Milliman. Bridget is a member of the Enterprise Risk Management Committee of the Society of Actuaries in Ireland (SAI) and has recently presented on this topic at the International Congress of Actuaries (ICA) and Institute and Faculty of Actuaries (IFoA) Life Conference. She co-authored a white paper entitled “Recovery and Resolution Plans: Dealing with Financial Distress” and was a member of the Actuarial Association of Europe (AAE) working group who prepared a draft response for the EIOPA discussion paper regarding a harmonised recovery and resolution regime.

Niall Dillon

Niall Dillon is Head of Capital Management in AIB.  Capital Management drives use of capital resources, as well as determining the level and quality of capital the Bank needs to support its strategic and financial objectives, commensurate with the risks to which it is exposed. Niall previously held a number of other roles in Asset & Liability management relating to liquidity and interest rate risk management.  
 

After 2 years in an actuarial capacity in Anglo’s insurance arm, in 2010, Niall joined the Balance Sheet Management Team in the Bank where he got first-hand experience in dealing with and de-risking a Bank suffering extreme credit losses and liquidity stress.
 

Niall actively engages with local and other European industry bodies on the evolving Capital/SREP (and previously liquidity) regulatory environment and is a member of the Society’s Banking & Aviation Finance sub-committee.

Lynda Carroll, AIB

Lynda Carroll is Head of Capital Allocation & Risk Based Pricing at Allied Irish Banks plc. with over 30 years’ experience at board and senior executive level in the private and public sector. Previous roles include MD and VP Global Structured Finance & Syndication (Europe) at De Lage landen Ireland Company (a member of the Rabobank group) and Lead Supervisor of one of Ireland’s Pillar banks when at the Central Bank of Ireland. Stakeholder management, regulatory and corporate governance and structured finance are signature skills. Lynda is currently a member of the Board of Governors & Guardians of the National Gallery of Ireland, member of the Board Development Committee and chairs the Board Audit Risk & Finance Committee. Lynda is a Chartered Accountant, Chartered Tax Advisor and holds a Diploma in IFRS (CAI) and a Professional Diploma in Corporate Governance (Smurfit Graduate School of Business - UCD).
